We developed a procurement AI copilot over 14 weeks with Betriebsrat engagement from week 1. Betriebsrat engagement (weeks 1-3, ongoing): building trust. Betriebsrat presentation: presenting the copilot concept to the Betriebsrat in week 1 — in German, emphasising: the copilot assisting buyers (not replacing them), no employee monitoring or performance tracking, no data collection on individual buyer productivity or quality, buyers choosing when and how to use the copilot (voluntary, not mandatory), and all copilot interactions remaining private (no manager visibility into individual buyer queries).
Betriebsvereinbarung (works agreement): drafting a formal works agreement with the Betriebsrat covering: copilot scope (procurement assistance only), data processing (what data is processed, how it's stored, who has access), employee rights (right to use or not use, right to see what data is stored, right to deletion), prohibited uses (no performance evaluation, no monitoring, no automated decision-making affecting employees), and evaluation period (6-month pilot with Betriebsrat review). The Betriebsvereinbarung signed in week 3 — enabling development to proceed with full Betriebsrat support. Knowledge base construction (weeks 2-6): building the procurement brain. Document ingestion: ingesting the conglomerate's procurement knowledge — 12,000 supplier contracts and framework agreements (Rahmenverträge), procurement policies and procedures (680 pages in German), SAP procurement configuration documentation, German procurement law reference materials (BGB commercial provisions, VOB for construction procurement), Lieferkettengesetz compliance guidelines, and quality standard requirements (VDA 6.3, IATF 16949, DIN/ISO standards by product category).
RAG architecture: vector database (Weaviate, self-hosted in the conglomerate's Frankfurt data centre — data sovereignty requirement) with German-optimised embeddings and hybrid search (combining semantic search with German keyword matching — critical for German compound nouns that semantic-only search sometimes misses). Contract search: specialised retrieval for supplier contracts — searching by: supplier name, material category, part number, delivery location, and contract terms. Results ranked by: relevance, contract validity (active contracts prioritised over expired), and commercial terms (best-price agreements surfaced first). Copilot development (weeks 4-10): the procurement assistant. German-language copilot: built on Claude (via AWS Bedrock Frankfurt) — selected for German language quality, instruction following, and citation capability. Persona: "Einkaufsassistent" (procurement assistant) — responding in formal German (Siezen), using correct German procurement terminology, and maintaining the precise, factual communication style that German business users expect.
Core capabilities: purchase order guidance (buyer describing what they need → copilot identifying: the correct SAP material group, the applicable framework agreement (if one exists), the required approval workflow, any compliance requirements (Lieferkettengesetz due diligence, quality certification), and step-by-step SAP process guidance — all in German, with screenshots of relevant SAP screens), contract finder (buyer searching for supplier agreements → copilot retrieving relevant framework agreements, showing: contracted prices, minimum order quantities, delivery terms, quality requirements, and contract expiry dates — enabling buyers to use negotiated agreements rather than spot purchasing), compliance checker (buyer describing a purchase → copilot checking: Lieferkettengesetz requirements for the supplier/country, quality certification requirements for the product category, environmental requirements, and any special approval requirements — generating a compliance checklist in German), and policy interpreter (buyer asking a procurement policy question → copilot retrieving the relevant policy section, explaining it in plain German, and providing practical guidance — "Gemäß unserer Beschaffungsrichtlinie §4.
2 benötigen Sie für diese Bestellung eine Genehmigung des Bereichsleiters, da der Bestellwert über €25.000 liegt." (According to our procurement policy §4.2, you need department head approval for this order as the value exceeds €25,000.)). SAP integration (weeks 8-12): copilot connected to procurement data. Live data: the copilot accessing (read-only) SAP data — current purchase orders, supplier master data, contract pricing, and material master. This enabling: real-time price comparisons (copilot showing the contracted price vs. the price the buyer is about to enter), order status queries ("Wo ist meine Bestellung 4500012345?" — "Where is my purchase order 4500012345?" — the copilot retrieving current status from SAP), and supplier performance (delivery reliability, quality ratings — from SAP supplier evaluation data). Read-only: the copilot never creating or modifying SAP data — all actions performed by the buyer. The copilot providing guidance and information, not taking action.
Testing and pilot (weeks 12-14): controlled rollout. Pilot group: 24 buyers (12 junior, 12 senior) across 3 locations — selected in consultation with the Betriebsrat. Evaluation: accuracy (responses compared against senior buyer judgment), usefulness (buyer ratings), and German language quality (native speaker evaluation).
